Unfortunatly there are not many public toilets left. I would make people who have commited silly crimes clean public toilets and graffitti of walls as part of their community service.

Public toilets are getting to be an endangered species as many toilet facilities tend to be in shops and cafes. It is so expensive to run these kinds of facilities that they are becoming rarer.
